It's now likely the gay marriage debate in New York will reach a critical showdown on Wednesday after two other major issues were resolved before the end of the legislative session.

The Republican leader of New York's Senate says a "framework" for an agreement was reached Tuesday on rent control for New York City apartments and a statewide property tax cap.

Dean Skelos (SKEH'-lohs) says gay marriage wasn't discussed during meetings with the governor and the top Assembly leader.

National advocates and opponents are watching the marriage debate, waiting to see if New York will restart momentum or kill it the way it did two years ago.

Democratic Gov. Andrew Cuomo has made passing gay marriage a key policy initiative in his first year in office.
