Forgive the Twitter silence - Twitter is blocked in China, so can't send tweets while in PRC. Where's the comment box for THAT?

Is this a case of the famous Viennese twist on Edward Gibbon? Gibbon described the Byzantine empire as "despotism mitigated by assassination." The Viennese joked that the Habsburg regime was "despotism mitigated by 'schlamperei'" - slovenliness.
