Todd Rokita faces a tough challenge as Indiana’s redistricting plan places his home just 500 yards outside his Congressional district.

Meanwhile, the DCCC targets 16 freshmen Republicans with robocalls on the Ryan budget, and MoveOn takes on Rep. Allen West with a planned town hall demonstration. This is FroshUpdate for May 17, 2011.

ROKITA REDISTRICTED: Yesterday was a particularly tough day in the ongoing redistricting situation of Rep. Todd Rokita (IN-04), as Indiana's 2010 redistricting plan places his home outside the district he represents. While there's no legal necessity to live in the district a congressman represents, this is the most recent blow in a process that makes Rokita's race more difficult in 2012. http://bit.ly/lAEm9o

DCCC TARGETS FRESHMEN: The Democratic Congressional Campaign Committee is launching a series of automated phone calls attacking the GOP 2012 budget in 20 key districts (including those of several freshmen congressmen). http://bit.ly/iIhV3v

Republican Freshmen targeted in robocalls: Paul Gosar (AZ-01), Scott Tipton (CO-3), Steve Southerland (FL-02), Allen West (FL-22), Bobby Schilling (IL-17), Tim Walberg (MI-07), Renee Elmers (NC-02), Joe Heck (NV-03), Nan Hayworth (NY-19), Ann Marie Buerkle (NY-25), Steve Chabot (OH-01), Mike Kelly (PA-03), Francisco "Quico" Canseco (TX-23), Blake Farenthold (TX-27), Scott Rigell (VA-02) and Sean Duffy (WI-07).

GOWDY SLAMS NRLC: In response to a NLRB action against Boeing for moving a plant to non-union South Carolina, Rep. AMASH TAKES STAND ON LIBYA: Obama is attempting to continue bombing Libya without the Congressional approval required by the War Powers Resolution of 1973, says outspoken anti-war Congressman Rep. Justin Amash.  "When there is no imminent threat to our country, he cannot launch strikes without authorization from the American people, through our elected representatives in Congress,” wrote Rep. Justin Amash (R-MI) on his Facebook page. http://bit.ly/iGetce

MOVEON TO TARGET ALLEN WEST: A group of liberal protesters - MoveOn - are planning a protest at Rep. Allen West's town hall. “Area MoveOn members will rally inside and outside a town hall meeting Representative West is holding on May17 to protest the Representative's recent vote to cut Medicare funding. The protestors will show up with signs telling Congress to keep their ‘Hands Off Our Medicare.’” http://sunsent.nl/mLs6il

BENISHEK ON GAS PRICES: Rep. Dan Benishek (MI-01) wrote an op-ed in his district's Daily Press expressing his indignation at the continued spike in gas prices and his commitment to find and recover all of America's oil reserves in an effort to reduce the amount of oil imported. http://bit.ly/lnh2vx

HUELSKAMP: OIL SUBSIDIES GOING TO SMALL DRILLERS: Rep. Tim Huelskamp (KS-01) also got into the op-ed game yesterday, writing an impassioned letter in the Washington Times arguing that oil subsidies are going not to large global conglomerates, but mostly rather to small, independent one- or two-well drillers. Huelskamp also dismissed electric cars as a people for possibility for the people of his region; saying, "Gasoline isn’t a 'necessary evil.' Rather, it is an essential component that allows our economy to function effectively, efficiently and productively." http://bit.ly/iK5aW1
