After a quarter century of an "open for business" attitude to foreign investment, Canada will toughen its rules on foreign investment.

In the 1980s, Canadian Conservatives lowered barriers to foreign investment. Back then, "foreign investment" was synonymous with US investment.

But today, it is Chinese companies that are trying to acquire Canadian oil and mineral resources. Canada's Conservative government is becoming increasingly concerned - and is acting to interpose.
